Post Secondary Enrollment Options (PSEO) Admissions Procedure

Purpose

To provide eligible high school students with the opportunity to take college courses in accordance with Minnesota State system board policy 3.5 Post Secondary Enrollment Options (PSEO) Programs and Minnesota Statute 124D.09 Postsecondary Enrollment Options Act.

Definitions

Post-Secondary Enrollment Options (PSEO) 
College courses delivered on a campus or online by Minnesota State Community and Technical College faculty.

Concurrent Enrollment Program (CEP)
College courses delivered in the high school classroom by qualified high school instructors.

eCampus in the High School (eCHS) 
College courses delivered online to participating high schools by Minnesota State Community and Technical College faculty.

Procedure

Post-Secondary Enrollment Options (PSEO)

  1. The PSEO student completes the online general application located on the College’s website at www.minnesota.edu/pseo.
  2. The PSEO student sends the required application documentation to the College:
    1. Current high school transcript.
    2. Postsecondary Enrollment Options Notice of Student Registration (NOSR) form, which can be found at www.minnesota.edu/pseo.
  3. The College’s Admissions Office reviews the PSEO application for eligibility, which is as follows:
    1. Senior/12th grade: High school GPA of 2.8 or greater.
    2. Junior/11th grade: High school GPA of 3.2 or greater.
    3. Sophomore/10th grade: Complete the eighth grade Minnesota Comprehensive Assessment (MCA) reading test and meet the proficiency of "meets or exceeds." Sophomores who qualify for PSEO may enroll in one career and technical education course. For a list of courses, visit PSEO for 10th graders at www.minnesota.edu/pseo-10th.   
  4. The College’s Admissions Office notifies the PSEO student, via email, regarding the status of their application and next steps:
    1. When an application is approved, the student is notified of acceptance via Slate (the College’s Customer Relationship Management System). The acceptance notification also contains information on next steps, the student’s star ID, and their student ID.
      1. Once accepted, the student is assigned a PSEO advisor, determined by home campus assignment. Home campus is assigned based on high school proximity to the nearest campus. Home school students follow the regular high school assignments based on their school district.
    2. PSEO students who do not meet the GPA requirement may submit an appeal along with a letter of recommendation from their secondary institution. Each appeal is reviewed by the director of enrollment management and the director of dual enrollment and K12 partnerships. Appeals are reviewed as they are received and are responded to in three to five business days.
    3. Enrollment managers are the main point of contact for PSEO applicants and accepted/unregistered students to determine next steps and provide general support. Resource specialists and student services generalists may also assist when needed.
  5. Accepted PSEO students register for classes by one-to-one advising appointments or registration events. Enrollment managers assist PSEO students with signing up for either option.
  6. After a PSEO student is registered for their first semester, their academic advisor serves as their main point of contact.
    1. The PSEO major code remains active in the student record system until the student graduates from high school. Access codes are placed on a student’s record for each subsequent semester until their high school graduation date. This helps to ensure the Minnesota Department of Education’s NOSR forms, high school transcripts, and semester-to-semester advising meetings are current.

Concurrent Enrollment Program (CEP)

  1. The high school student works with their high school counselor or designated high school official to complete the CEP and eCHS Online Application at www.minnesota.edu/concurrent.
  2. The high school counselor or designated high school official sends the applicant’s current high school transcripts to the College’s Admissions Office as part of the application process.
  3. The College’s Admissions Office reviews the concurrent enrollment application for eligibility, which is as follows:
    1. Senior/12th grade: High school GPA of 2.8 or greater.
    2. Junior/11th grade: High school GPA of 3.2 or greater.
    3. Sophomore/10th and Freshman/Ninth grade: High school GPA of 3.2 or greater
      1. Eligible 11th and 12th grade students must receive priority registration in concurrent enrollment courses.
    4. The concurrent student may submit a CEP Eligibility Appeal if their GPA does not meet the criteria.
      1. Students must work with their high school counselor or designated high school official to submit the proper appeal form found at www.minnesota.edu/cep-hs-counselors.
  4. After the student has been admitted into the Concurrent Enrollment Program, they must work with their high school counselor or designated high school official to select and register for concurrent enrollment courses available at their high school.
    1. Concurrent students must meet the GPA eligibility requirements and any specific course pre-requisite requirements.
    2. The high school counselor or designated high school official requests concurrent enrollment students be registered for their selected courses by sending the College’s K12 staff finalized class lists for each concurrent enrollment course offered at the high school.
    3. The College’s associate registrar registers all eligible students submitted by the high school on each class list.
      1. The associate registrar works with the high school counselor or designated high school official if there are questions or is a need for further action.
  5. Concurrent students or high school counselors requesting comprehensive course planning or academic advising may work with the associate director of dual enrollment for individual or group support.
  6. Partner high schools wanting to add or change concurrent enrollment course offerings may work with the director of dual enrollment and K12 partnerships.

eCampus in the High School (eCHS)

  1. The eCampus in the High School (eCHS) student works with their high school counselor or designated high school official to complete the CEP and eCHS Online Application at www.minnesota.edu/echs.
  2. The high school counselor or designated high school official sends current high school transcripts to the College’s Admissions Office as part of the application process.
  3. The College’s Admissions Office reviews the eCHS application for eligibility, which is as follows:
    1. Senior/12th grade: High school GPA of 2.8 or greater.
    2. Junior/11th grade: High school GPA of 3.2 or greater.
  4. Once the eCHS student has been admitted into the eCHS program, they work with their high school counselor or designated high school official to select and register for online courses.
    1. The high school counselor or designated high school official sends the K12 team course registration forms for each online eCHS course the students are enrolling in.
    2. The associate registrar registers all eligible students submitted by the high school on each course list.
      1. The associate registrar works with the counselor or designated high school official if there are questions or is a need for further action.
  5. eCHS students or high school counselors requesting comprehensive course planning or academic advising may work with the associate director of dual enrollment for individual or group support.

Responsibility

Students

  • Submit application(s), turn in required documents.

High School Counselors

  • Sign NOSR form (PSEO).
  • Assist students with Concurrent Enrollment Program and eCampus in the High School applications.
  • Send current high school transcripts to the College’s Admissions Office for students applying to the Concurrent Enrollment Program and/or eCampus in the High School.
  • Complete and submit course registration requests for the Concurrent Enrollment Program and/or eCampus in the High School.

Enrollment Managers

  • Recruit for the PSEO program and serve as the main point of contact until students are registered for their first semester.

Admissions Office

  • Process applications and determine if applicants are eligible. 

Academic Advisors

  • Assist with academic planning and registration.

Resource Specialists/Student Services Generalists (PSEO)

  • Assist in outreach and answer questions when needed. 

K12 Team

  • Assist with all operational and logistical program questions and provide guidance and support to partnering high schools and students.
  • Review submitted eligibility appeals and accompanying materials to determine student eligibility and readiness.

Director of Dual Enrollment and K12 Partnerships and Director of Enrollment Management (PSEO)

  • Review submitted appeals and accompanying materials to formulate individualized process for involved students.

Associate Registrar

  • Review and register all course requests for the Concurrent Enrollment Program and eCampus in the High School.
